An APA Legislative and Lobbying Update!

Michael O'Toole, Esq. is the Senior Director of Publications, Education, and Government Relations for the American Payroll Association.  He has been with the APA for 24 years and has worked in legal publishing for 38 years.  He is the author of The Payroll Source®, as well as the editor of The History of Payroll in the U.S., and he serves as APA’s in-house legal counsel.  His staff at APA is responsible for APA’s newsletters Payroll Currently and PayState Update; APA text and reference books, e-books and CDs; course materials for various APA seminars; education and training; and APA’s government relations efforts.

Prior to joining APA, Michael served as Managing Editor of Payroll and Employment Law Publications for Prentice Hall Information Services.  Michael has also been Acting Village Justice in Tuckahoe, New York, since 1991 and has a B.A. degree from Syracuse University and a J.D. degree from the Syracuse University College of Law.

Becca Buckner has a passion for helping others grow, develop, and reach their full potential.  She enjoys learning and likes to encourage others to learn every day. She has a Masters of Arts degree in Industrial & Organizational Psychology from the University of Detroit Mercy and has been putting that degree to use in the Learning & Development field for the past ten years.  She’s presented at such events as the Learning Consortium Conference, Toastmasters District 28 Conference, and a previous APA Detroit Chapter meeting.
